How does a client open a "Partner" account?

There are two ways to do it:

Following Referral link
To open a "Partner" account, a client can follow a referral link you provided. After that, "Partner" accounts will become available in the dropdown list of the registration form. Your referral link can be found on the corresponding page in your Members Area.
Using Partner code in their Members Area
If your client already has a registered Members Area, they can specify your partner code in the “Partner code” field in the registration form of a new account. After that, "Partner" accounts will also be available for choosing in the dropdown list. You can find your partner code in your Members Area.
